What is Certified Translation

An official stamp and a signed certificate will be included in the completed translation to show proof to government officials.
If you are certifying copies as true copies, make sure to bring the original document and a photocopy of the document to be notarized.
What is Notarized Translation
A notary translation is a certified translation and notarial service approved by a lawyer from a translation notary official.
These notarized documents are required by some schools when submitting documents such as high school transcripts and foreign diplomas.
The difference between a certified translation and notarized translation is more about fulfilling the formal requirements of the document, not the quality of the translation.
- Each notary public translation copy consists:
- The notary public’s full name
- The notary public’s status
- The notary public’s certification and attestation of the document being asked to be notarised
- The place and date of issue of the document
The certificate will then be sealed with the translator’s full name, stamp and a signature to prove it’s valid.
When to use Translation and Notary Services in Singapore
Today, Singapore’s requirements for documents are specifics. There should be no instances where you are required to submit both a notarized translation and a certified translation.
They also do not accept self-translations. Most will contain incorrect translations and usually are full of errors. Having a professional to translate is necessary for an error-free certified or notarized document that officials will accept.
On the ICA Website for the Document Required section for the Singapore Permanent Resident PR application, it states that:
Documents not in English must be translated. ICA accepts:
(i) Translations provided by the embassy of the country that issued the document
(ii) Translations produced by a notary public in Singapore or the country that issued the document
(iii) Privately created translations attested by the embassy of the country that issued the document or notarised by a notary public in Singapore or the country that issued the document.
From 1 October 2019 and onwards, all documents that require a local notary public Singapore translation will need to be authenticated by the Singapore Academy of Law (SAL).
The Singapore Academy of Law appoints and regulates over 700 Notaries Public who are licensed to provide notarised Singapore translation services.
This ensures that all notary public translation Singapore documents originated from the proper notaries, and they are issued complying with the Notaries Public Rules.
The authentication is in addition to the certified translation and notarization by a Singapore accredited translator. Without the SAL approval, the ICA will not accept your document translation application.
You will need to do the following:
1) Appoint a translation service provider to translate your documents (if they are not in English)
2) Pay Notarisation Fee to a Notary Public to notarize the translated documents (SGD80.00 onwards depending on the number of records you have)
3) Pay Singapore Academy of Law’s Authentication Fee of SGD85.60 – inclusive of GST at the Notary Public’s Office.
4) The Notary Public will then certify the translated documents and issue a Notarial Certificate with QR code via the Singapore Academy of Law’s portal.
5) Bring the notarized documents to the Singapore Academy of Law to obtain an Authentication Sticker and Stamp, which will be pasted behind the Notarial Certificate.
There is no due date, and no additional fees will be incurred for this process. However, under the Notaries Public Rules, authentication can only be considered as completed and valid after this process is completed.
